Digger is an open-source infrastructure-as-code CI/CD tool that orchestrates Terraform and OpenTofu plan/apply workflows inside pull requests. When a developer opens a PR with infrastructure changes, Digger automatically runs terraform plan, posts the output as a PR comment, and requires a reviewer to approve before applying — all within the existing GitHub or GitLab PR workflow. Unlike Atlantis, Digger runs orchestration as a GitHub Action rather than a persistent server, eliminating the need to manage CI infrastructure for IaC pipelines.
